Best Cat Litter (2026): Clumping Clay, Silica, Pine, Wheat and Tofu Compared

For most cats, the best litter is an unscented clumping clay such as Dr. Elsey's Ultra or Fresh Step Advanced Simply Unscented, because that is what Cornell and the ASPCA say most cats prefer. Corn, wheat and tofu litters clump too and weigh less; pine and silica do not clump. Whatever you choose, switch gradually and never flush it.

How we chose: we did not test these litters; we compared the material and the dust and scent claims on each listing, and kept only litters sold by Amazon.com or the brand's own store and in stock on September 28, 2026.

The dust and odor numbers are the makers' own, and the listings do not say how they were measured, so treat them as a rough guide to which litters are pitched as low-dust.

What cats prefer, according to the sources

The cat gets a vote, and it tends to vote the same way. Cornell's Feline Health Center, in its page on house soiling, says: "Most cats prefer unscented, finer-textured litter about one to two inches deep." The ASPCA says "most cats prefer clumping, unscented litter" and "cats generally prefer clumping litter with a medium to fine texture." The AAFP's Feline Behavior Guidelines agree: "Most cats prefer a fine-grained, unscented litter substrate (e.g., clumping litter)."

That is why the two unscented clays lead this page. Scent is the thing to avoid: of the eight, only the Arm & Hammer Clump & Seal Platinum is described as scented on its listing. Several others say "unscented" but add baking soda or charcoal for odor, which is not the same as perfume.

Depth matters as much as type. The ASPCA says to "provide one to two inches of litter rather than three to four inches," and the AAFP says "many cats prefer a litter depth of approximately 1.5 inches; however, preferences vary." pidan is the exception here: it recommends 2 to 3 inches of its tofu litter so clumps hold together.

Switching litter

Change slowly. Cornell says cats may dislike a sudden change of brand: "If you must switch brands, do so gradually, adding small amounts of new litter to the old."

Clumping clay: the default

Bentonite clay forms hard clumps around urine, so you scoop the clumps and top up, rather than dumping the whole box. Dr. Elsey's Ultra is 100% bentonite with a medium grain, and the listing calls it 99.9% dust-free and hypoallergenic. Fresh Step Advanced Simply Unscented adds activated charcoal and claims 15 days of odor control with no added dyes or fragrances. Arm & Hammer Clump & Seal Platinum uses baking soda and is scented; the listing says it works in robotic boxes, so it suits an owner with a self-cleaning box and a cat that tolerates scent.

The trade-off is weight: the 40 lb Dr. Elsey's bag is heavy to carry and to pour.

One caution from the AAFP for older cats: "In cases of severe polyuria, clumping litter may dry as hard concretions on the paws; avoid clumping litter in these situations." Polyuria means passing unusually large amounts of urine. If your older cat is peeing more than it used to, ask your vet about the cause and about which litter to use (more on that).

Plant-based clumping: corn, wheat and tofu

These clump like clay but weigh less. World's Best Multiple Cat is made from whole-kernel corn, is listed as 99% dust free with no artificial perfumes, and warns not to mix it with non-clumping litter. sWheat Scoop Original is wheat with natural enzymes, 99.5% dust free per the listing, and aimed at a single cat. pidan Tofu is soy and pea fiber with cassava, corn and wheat starch; pidan says its large granules track less, and admits heavy urine can make soft clumps.

Non-clumping: pine and silica

Feline Pine Platinum is pine shavings from lumber mills plus baking soda, with no added fragrance. The listing says the pine soaks up liquid "like thousands of tiny sponges." It does not clump, so you replace the box contents rather than scooping urine.

PrettyLitter is silica gel, which absorbs urine into its pores and dries out feces, per the maker. You scoop the solids only. PrettyLitter says the crystals change color with urine pH and the presence of blood, and links that to urinary tract infections, kidney disease and bladder crystals. Treat a color change as a reason to call your vet, not as a diagnosis, and a normal color as no guarantee that all is well.

Why you should not flush cat litter

Some tofu and plant litters are sold as flushable; the pidan listing is one. We would still bag it and put it in the trash. California's Fish and Game Code section 4501 records the Legislature's finding that "scientific studies point to links between cat feces, the pathogen T-gondii, and sea otter mortality," and requires every cat litter sold in the state to carry a statement such as: "Please do not flush cat litter in toilets or dispose of it outdoors in gutters or storm drains."

"Flushable" on a bag describes whether the litter will pass through pipes. It says nothing about the parasite in the waste.

Scooping and full changes

Scoop every day. The ASPCA says "scoop at least once a day" and, once a week, wash the boxes and "completely replace the litter." The AAFP says clumping litter should be changed at least weekly, more often with more than one cat.

Daily scooping also protects people. The CDC says to change the litter box daily because "the Toxoplasma parasite does not become infectious until 1 – 5 days after a cat shed it in its feces." The CDC's toxoplasmosis page also says to wash hands with soap and water after touching anything that may be contaminated with cat feces. It lists pregnant women among the people who need to be more cautious, and tells anyone at risk for severe infection to talk to a healthcare provider about additional precautions.

Recalls

Cat litter is not on our pet product recall page, which tracks FDA and CPSC pet recalls from 2024 onward, and none of these brands appears there. A search of the CPSC recall database on September 28, 2026 found no cat litter recalls.
